ARTICLE I: THE LEGISLATIVE BRANCH

"All legislative Powers herein granted shall be vested in a Congress of the United States..."

Article I establishes Congress as the first and most powerful branch of government. The Founders placed it first deliberately, believing the legislative branch would be closest to the people.
